The project will improve methods and know-how in raw reindeer hide processing among reindeer owners and slaughterhouses in North-West Russia. Until today, a big part of reindeer skins go to waste because of a lack of knowledge in processing them and in sales channels. The project includes training and micro investments in reindeer hide processing (e.g. salting) equipment.

In ENERU, the current situation of energy management will be studied by doing energy efficiency audits in selected buildings in the towns Kandalaksha and Kirovsk in Russia. Adjusted auditing method and action plan will be developed for the area. The action plan will be a practical tool for Russian authorities in implementing energy management solutions. In general, ENERU aims to strengthen cross border cooperation in energy management to increase business cooperation among South Kola region in Russia, Finnish Lapland and Swedish Norrbotten.

Use of Heat pump Promotion in Barents Region (HePuPro)
The energy challenge is one of the greatest tests faced by Europe today. Rising energy prices and increasing dependence on energy imports jeopardise our security and our competitiveness. Key decisions have to be taken to reduce drastically our emissions and fight climate change. What is more, huge investments of around €1 trillion will be needed in the next decade to make Europe’s installations and infrastructure fit for the future (Günther H. Oettinger, European Commissioner for Energy; Energy 2020, page 3).
Energy Efficiency is one of the central objectives for 2020 which aims to save the energy 20% by 2020. One of the key technologies of the Renewable Energy Source (RES) seen in the market is heat pumps. It is a key technology to achieve the European Union’s energy saving and climate protection targets. The HePuPro project aims to promote use of heat pumps in the Barents region and to increase economic development on energy cooperation in the Barents Region. In order to achieve this aim, following activities will be implemented:
Comparative study in Finland, Norway and Russia, where possible also in Sweden.
Set of information events, seminars, webinars, competence building training(s) will be implemented, including the Energy Efficiency festival in Murmansk in autumn 2014 bringing together at least 3 different projects from the energy field.

Building up the heat pump demonstration corner (exhibited in Russia)
Printing the book where outcomes of the study will be delivered
Bringing together public and private sector for increased effectiveness of the cooperation.

Sustainable mining, local communities and environmental regulation in Kolarctic area (SUMILCERE)
The specific objective of the SUMILCERE project is to offer social and legal scientific set of tools and recommendations for sustainable mining projects to be used by the industry and decision making authorities. The specific objective will be achieved by comparing and developing the recommendations on the side of the existing regulatory framework, policy instruments for sustainable management, use of natural resources in mining areas, to improve the tools for interaction and co-operation and social licensing in the management of mining projects. The tools aim to integrate as far as possible both environmental regulation and decision making in each of the target areas of the SUMILCERE project.

Finding the regional strengths to create business opportunities for Arctic agriculture based on special plants (BARENTSPEC)
The project aims at improving the competitiveness of agriculture in the North. Due to the ultimate climate, ordinary agriculture is not highly competitive. The Arctic circumstances – short growing season, long hours of daylight, poor soils, and big differences in day and night temperatures – may cause in plants qualities that are highly valued in the branches of nutrition, cosmetics and welfare.
The project investigates the effects of local climate on five selected plant species that have a commercial potential beyond the conventional foodstuff industries; Avena sativa (oatmeal), Rhodiola rosea (golden root), Bergenia crassifolia (leather bergenia), Allium victorialis (victory onion), and Arnica Montana (arnica). Specimens of the same origin are grown during two seasons on five different research stations in Norway, Finland and Russia. The phonological, morpholigical and chemical features of these plants are monitored and compared during the project period.
The objective of the project is to increase the expertise in special plant production, gain knowledge on values that northern circumstances add to these special plants, and create new production lines to complement the traditional basic agriculture. The project also contributes to increasing information about the impacts of climate change on plants in the north.

PRACTICE FUTURE - an Open Innovation Local Business and Students Network in the Barents Region
Small enterprises in the Barents Region and students and faculty staff from five universities are cooperating in an Open Innovation project. The aim is twofold: 1) develop practically relevant business ideas and business models for the case companies in question and facilitating companies’ access to markets abroad; 2) develop and implement an internationally applicable tool of entrepreneurship education to (non-business) students.
Over the entire project, a network of some 250 students from Russia, Finland and Norway will participate, as well as at least twelve firms from partners’ countries. Additionally, some 20-30 firms are supposed to be involved indirectly as potential partners of the case companies.

Social and economic development of Teriberka
The last word has not yet been said about the utilization of the Shtokman gas field. Teriberka village on the Arctic Sea shore has now for some years been living with uncertainty about whether or not it will be a central on-shore transit point for the field. If this will not happen, fishing industry is one of its few possibilities.
Murmansk Regional Small & Medium Business Support Agency will start development work in Teriberka by carrying out this project. The project will assist Teriberka in developing better living conditions and enhance economic growth in the municipality. The fisheries industry is one central target group. In the project, the actors will co-operate in creating better working conditions for the fishery companies in Teriberka. Activities include e.g. competence transfer and training of the workers in the fillet industry, and establishing cooperation between fishing companies in Teriberka and Finnmark.

Barents Low Volume Road Management
A considerable part of the roads in Barents region have low traffic volumes. This concerns especially Lapland and Northwest Russia, which are the target areas of Barents Low Volume Road Management – project. A low amount of road users, long distances, and a considerably large share of the traffic being heavy, vehicles, are a challenging combination from the point of view of economic road maintenance and the economy of the area.
The project develops road maintenance of the low volume roads. It aims at testing and establishing new solutions and innovations adapted to local conditions. The innovations enhance a more cost-efficient and ecological road maintenance. Additionally, the project will harmonize principles and techniques of road maintenance in the project area.

In the background of the project is the fact that the Nordic countries experience low levels of student admission to ICT education. On the other hand, a recent survey by the IT business council in Luleå revealed that in 2-3 years the ICT industry in the region will need to employ 400 ICT professionals.
KITENPI- create a common pool of jobs and highly-trained ICT professionals, Innovation facilitation that increase industry involvement in education and research, and seeks to establish an extended all-KOLARCTIC open IP network, and ICT tools that make distance education and collaboration easy.

Barents Logistics 2
Barents Logistics 2 – project has been initiated as a response to the growing needs of business and public organizations to advance logistics knowledge. The increase is due to increasing economic activity in energy production (oil and gas), mining, basic industries, services, etc.
The main goal of the project is to develop logistics competencies on the region. It will deepen educational co-operation between the universities and educational institutions together with public and business organizations in the Barents Region.

Development and cultivation of local plant resources in the Barents region
This is a project that aims at increasing the utilization of some wild plants. It is possible to use many of the wild plants of the region for food and health products. The project will focus on some species like timothy and meadow fescue – who already have proven to have potential in cultivation. The project will also study the plants bilberry and angelica.
