Barents Low Volume Road Management

A considerable part of the roads in Barents region have low traffic volumes. This concerns especially Lapland and Northwest Russia, which are the target areas of Barents Low Volume Road Management – project. A low amount of road users, long distances, and a considerably large share of the traffic being heavy, vehicles, are a challenging combination from the point of view of economic road maintenance and the economy of the area.

The project develops road maintenance of the low volume roads. It aims at testing and establishing new solutions and innovations adapted to local conditions. The innovations enhance a more cost-efficient and ecological road maintenance. Additionally, the project will harmonize principles and techniques of road maintenance in the project area.

KITENPI

The project name KITENPI is based on the words Kolarctic IT Education, Networking, Partnership and Education. In the background of the project is the fact that the Nordic countries experience low levels of student admission to ICT education. On the other hand, a recent survey by the IT business council in Luleå revealed that in 2-3 years the ICT industry in the region will need to employ 400 ICT professionals.

KITENPI- create a common pool of jobs and highly-trained  ICT professionals, Innovation facilitation that increase industry involvement in education and research, and seeks to establish an extended all-KOLARCTIC open IP network, and  ICT tools that make distance education and collaboration easy.

NEDA ORDYM

NEDA ORDYM – project is being implemented in Finnish Lapland, Nenets autonomous district and Komi republic. (Because Komi republic is not part of the Kolarctic ENPI CBC programme region, the project has organized other financing to cover the costs of the project activities in Komi.) The project will create, develop and market culture and package tour services on ethnically, ethically and ecologically sustainable basis from the regions’ indigenous peoples’ own perspective. I will also educate turism actors on the participating regions.

Public-private partnership in Barents tourism (BART)

The original name of the project BART is Public-private Partnership in Barents Tourism. The background of the project is the co-operation that the regional authorities of Barents countries have done for years. Among other things, the authorities have created a common tourism development plan for the region. BART works to carry out this plan. The project is short, preparing for bigger and more challenging work in the future.

Barents Cross Border University + (BCBU?)

BCBU+ (Barents Cross Border University) – Project aims at developing international multidisciplinary master´s degree educational programs. This has been earlier done in some projects and some disciplines. This project will further this work in four branches: Social Work, IT, Environmantal Engineering and Circumpolar Health and Well-being.

Barents Logistics 2

Barents Logistics 2 – project has been initiated as a response to the growing needs of business and public organizations to advance logistics knowledge. The increase is due to increasing economic activity in energy production (oil and gas), mining, basic industries, services, etc.

The main goal of the project is to develop logistics competencies on the region. It will deepen educational co-operation between the universities and educational institutions together with public and business organizations in the Barents Region.

The project is continuing on the work that has been done in the Barents Logistics- project.

Lead Partner: University of Oulu.

 

Development and cultivation of local plant resuorces in the Barents region

This is a project that aims at increasing the utilization of some wild plants. It is possible to use many of the wild plants of the region for food and health products. The project will focus on some species like timothy and meadow fescue – who already have proven to have potential in cultivation. The project will also study the plants bilberry and angelica.

Lead Partner: The Norwegian research institution Bioforsk, with its research station in Tromsö.  

 

 

Priority 2. Common challenges

 

Kolarctic Salmon (Trilateral cooperation on our common resource: the Atlantic salmon in the Barents region)

Kolarctic Salmon is a project who aims at merging modern science with traditional salmon fishing knowledge to create a future sustainable, long-term and knowledge-based salmon management of the common Atlantic salmon stocks in the Barents region. 

The project´s area reaches from the Norwegian Nordland county in the west to the Russian Pechora region in the east. A considerable part if the most important, still existing wild salmon stocks of the Atlantic, live on this area.

The project is essentially a research project, that utilizes the developed methods of DNA analysis. Using today´s methods it is possible to use salmon scale in DNA analysis and find out e.g. the home river or population group of the individual.

The project will produce e.g. a genetic map of the salmon stocks of the region, knowledge about the development of different salmon stocks and their migration patterns.

CEEPRA

The abbreviation CEEPRA is of the project Collaboration Network on EuroArctic Environmental Radiation Protection and Research. Central radiation research institutions of the Euroarctic region participate in the project. It aims at improved emergency preparedness for radiation accidents. The project will increase knowledge on the current radiological situation, by studying environmental samples collected from the area. It will also study the long-term effects of radiation to different sources of livelihood on the area, such as reindeer husbandry, natural products and tourism. One of the project´s tasks is also to increase public knowledge on the current radiological situation and on radiation safety.

CETIA (Coastal Environment, Technology and Innovation in the Arctic)

Coastal environment, technology and innovation in the arctic - CETIA aims to contribute to develop new approaches to monitor the coastal environment and new technologies of bio-remediation. The project seeks at e.g. to find new, better methods for identifying the effects of certain pollutants. One goal is also – to express it generally – study some methods to prevent the harmful effects of some substances like oil spill. The project will produce academic knowledge, recommendations for the purposes of decision-making, and educational programs.

Priority 3 People to people co-operation and identity building

 

Northern Cross-Border Cultural Experts

Northern Cross-Border Cultural Experts – project will e.g. arrange exhange of students and teachers between Finnish Northern Lapland and Murmansk region in Russia. This is done in the branches of culture, education and entrepreneurship. The project also aims at increasing mutual interest and knowledge about the education system, culture and language of the neighbouring countries. It may lead to an increase in student exchange also after the project. All this is done in order to deepen the familiarity of the neighbouring regions in general.

Barents Cultural Co-production Network

Barents Cultural Co-production Network is a project that aims at activating cultural co-operation, that many people claim to have decreased during the last few years. The project is collecting cultural organizations and cultural managers of the region to common forums, to discuss what projects would be desired and successful in the coming years, and what themes are topical and common. The project is a short planning project.

Kolarctic Sports and Recreational Activities

Kolarctic Sports and Recreational Activities – project has as a general objective to increase sports and recreational cross-border activities in Kemijärvi (Finland), Kandalaksha, Polarnie Zori and Kirovsk (Russia). The project wants to increase cross-border participation in order to make better use of the different resources in these towns. Some towns have sports and recreational infrastructure and some towns have more active people for these activities. The increased sports and activity participants will create demand and motivation to develop these facilities further, and thus create an upward spiral of development. In the long term, the project will also develop mutual understanding and cooperation.
