The procedure of selecting projects to the programme
All applications that are submitted to the programme JMA by the end of a call for proposals, are first registered. The applications go through a process that can be described briefly:
Administrative check: The JMA checks many "technical" details, examples: that the application and annexes are written in English, that all required documents are included, that the duration of the project is max 36 months, etc. A letter about the appproval of the application in the administrative check is sent to the contact person (indicated in the application) of the Lead Partner.
Evaluation by Regional Assessment Groups (RAG:s): In Sweden, Finland, Norway and Russia there are groups of 4-5 persons that make an evaluation about the content of the project proposal. The evaluation is made by the help of an evaluation grid with 24 characters to be evaluated. Each group gives 1-5 points to each character. The characters represent
Some points are also given according to the number of countries involved in the project.
Each regional assessment group gives its recommendation about each project proposal: should it be approved to the programme, approved with some conditions, or rejected,
Joint Selection Committee (JSC): The JSC consists of 4 participants from each country involved in the programme. The Selection Committee makes its proposals about the approving, approving with conditions, or rejecting a project proposal. The work of the JSC is based strongly on the evaluations and recommendations made by the RAG:s.
Joint Monitoring Committee (JMC): The JMC makes the final decision about the approving or rejecting a project proposal.
Financing Contract and the work related to it: The Managing Authority and the Lead Partner negotiate in order to sign a financing contract of the project. In this phase, the activities and costs of the project are gone through and the eligibility of them is checked.
