How to apply financing from Kolarctic ENPI CBC

 Calls for proposals

The programme launches a call for proposals twice a year. Guidelines to grant applicants and a application form is published in the beginning of each call. See http://www.kolarcticenpi.info/en/call

 Application and project plan

A well made project plan is a central part of the application. The project plan must be shortly described in an electronic application form that is published in http://www.enpi.fi/ at the start of every call for proposals. Annexes like partnership statements, registration certificates etc, are also required. A full list of the required annexes will be published on this website at the beginning of every call for proposals.

Central requirements for a project

Participants:
Each project must be planned and implemented in partnership between organisations on the programme region. A minimum requirement for each project is that one of the partners is from the Russian part of the programme region, and one partner is from the Finnish or Swedish programme region.

These appoint one of them to be the Lead Partner.

In the evaluation process, it is a benefit if the project has partners from more than two countries.

Own financing:
Every project must have at least 10 % financing from the project participants - the Lead Partner and Partners. In some cases, higher share of own financing is needed. The more "commercial" the results of the projects will be, the more own financial contribution is required. It is possible to finance small scale investments from the programme. Investment projects must be financed by 30 % of own contribution.

The aim(s) of a project:
To be approved and financed, a project must contribute to the objectives of the Kolarctic ENPI CBC programme document. They are related to the three priorities of the programme:

  • Economic and Social Development,
  • Common Challenges, and
  • People-to-People Co-operation and Identity Building.

All instructions for applying and requirements given for an application are published in a document Guidelines for Grant Applicants in the beginning of a call for proposals.
